#PolicyBulletin: LS passes Criminal Procedure (Identification) Bill

  • The Lok Sabha on Monday passed the Criminal Procedure (Identification) Bill 2022, by means of a voice vote. It aims at repealing a British era law, The Identification of Prisoners Act, 1920.

  • It has led to controversy since it allows the collection, storage and analysis of physical and biological samples, including retina and iris scan of the convicted, arrested and detained persons.

  • The draft law also empowers the National Crime Records Bureau (NCRB) to collect, store and preserve these records for 75 years and share it with other agencies.

  • However, defending the bill, Union Home Minister Amit Shah stated that the bill will help improve the conviction rate and protect human rights of law abiding citizens.
